Now you've hit on something
A big reason we're seeing what we're seeing with where jobs are going is due to whoever is the consumer for the market we work in. When you mess with what business can do in order to try and produce jobs, you end up messing with whoever is the consumer for the product. And when that happens, ultimately someone or some industry comes along to get around what you've done, in order to satisfy what the consumer wants. So all you really get is a temporary solution to the jobs problem when you try to engineer your way out of it.
