it's not one or the other: You don't have to choose between "only" protectionist or "only" ship-all-the-jobs-away-as-quickly-as-possible.

Balance is important in everything.

You cannot win purely on offense. At some point you need to mount a defense or a vulnerable point will be exploited...much to the detriment of your ability to mount an effective offense.

You cannot win purely on defense either. As good as your defense might be, eventually it will be worn down to nothing.
