The EULA doesn't apply
EULA are only license for the copy of the software you have installed. If you write a program then you have choice of licensing. Microsoft doesn't get the copyright to any software created by thier development tools.

So how can they stop you from licensing software you write using VB.NET if you choose a GPL license? What if you just distribute the source, why would Microsoft care? Anyone wanting to modify and compile that source would need buy VB.NET to do so, that's money Microsoft's pocket.
