You can't legislate stupidity
That is true. While it would be nice to be able to enforce security policies, anyone that has ever been around the corporate/civil service world knows about the mentality and attitude. If you are not familiar with it the single, most descriptive word that comes to mind is childish.

There have been numerous occasions I enforced a security policy only to have a brown-noser come behind me and ignore it, undermining security for a chance to lick someone's backside. Department managers are not subject to security policies. The secretary of the CEO is not subject to any policies. When it can be shown the entry point for a virus/trojan/worm was the CEO's computer and you point that out you become subject to disciplinary actions. Some B$ that is really meaningless but it is used to let you know you are not allowed enforce security policies where the upper management is involved.

When your techs spend 3/4 of their time fixing screw-ups by upper management violating security policies it's time to throw in the towel. If you fight the system long enough you will either have to leave or be fired for some B$. So, I left. It didn't bother me at all and I was not the least bit concerned when someone told me response times for network related problems had climbed from 1 day to 4-5 weeks.

At least nobody is telling them who the idiots are. That was their primary concern.
