Economic basis of open source.
I think you're talking about applications, but it's worth noting that the model of giving away the software and selling only the services has disappeared with the earlier wave of Linux company bankruptcies.
Every open source based company that survives today has software to sell. Whatever the interoperability standards set for Linux, the distributions will find a way to distinguish themselves. This product distinction is referred to by some as "lock-in" and by others as "necessary for survival".


Now, an application company on Windows and on Linux both build atop an operating system they didn't pay for, do not sell, and do not warranty. So there's not much difference. Except that the person building an application on Windows knows there a better chance for survival, support, and liability protection from the providing company.
