That is not why they are showing the code!
The purpose of showing the code is not to present a template to modify whatever the produst that they are showing is, it is to assure the governments of the security in the code. The way Microsoft (and many other companies) develop code is that they have a source code control system and/or revision control system (Visual Sourcesafe, for example). A developer checks out a piece of code and workd on it for a while, increments the change number (could be timestamped or a point release) and check in his/her modifications.

At the end of the day, a build engineer runs a build script and they get a testable product (or component), which a test engineer then test (unit testing). The governmenst are not getting access to that and they do not have the technical staff to deal with it (most likely)! At best, they (the interested governments) will take a look at it, bless it and move on!
