SCO, all over again?
The traditional approach to copyright enforcement is to have your lawyer send a threatening letter to the unauthorized publisher (with evidence) demanding that the offending material be expunged. End users are generally not even contacted.

Only reason I can see to threaten end users is to try to drive them away from a competing product because you don't really have the evidence to prove your case in court.
