Microsoft won't put it just into Exchange servers because they are not the majority of SMTP servers. Even if they put it into Exchange, the end user will not know what it is or if it does/doesn't work. The only people who will know that is the IT department. So, there will be no 95% desktop users clamoring for Microsoft's product.
