Blacklisting of SPF names risky.
Validating the authorization for an SMTP server to send a message with a specific mailbox domain does not mean the entity associated with the mailbox domain sent the message. This would be making many unverifiable assumptions about the integrity of the mail channel. Publishing the SPF record does not mean the associated entity accepts accountability for all authorized SMTP servers. A reputation service making a negative assertion about a name better know the entity associated with the name had acted to send the message. SPF does not allow this determination however. CSV does.
