Sorry Milly, not a good link...
Your linked-to article fails to fully analyze SPF. Yes, spammers are registering their domains under SPF, but think, Milly, THINK. Once an e-mail can be proven by the SPF algorithm to come from the spammer's domain it may be =automatically filtered= with the assurance that the message is from a spammer!

Your mistake Milly is that you mistakenly believe that SPF is filtering. SPF is identification through authentication, just like Sender-ID! Think of it like a telephone with Caller-ID. The Caller-ID shows you who is calling (ignoring the fact this can be easily hacked), but you are the one who decides whether to pick-up the phone. You'll do the same once SPF or Sender-ID is implemented. You'll decide which e-mails to reject based on the criterion of what domain sent it.

Microsoft's proposal adds nothing more than another format for the same authentication to make the keep/dump test. Think! Don't you think that spammers won't register for Sender-ID too? Of course they will!

Sender-ID is an uneccessary addition to SPF, but Microsoft will use it as a club to take over Internet e-mail. Woe betide to the fools who commit extra processing resources to do what is already done.
