Socialized OSS? What have you been smoking? There is NO reason why OSS would be inferior to commercial software (given equal time investments). Today we have some (early) OSS projects that SEEM to be of worse quality than commercial projects, but look at the man-hours for each product - M$ has taken years and many programmers on their shorthorn project - would you say it is quality software? Give me 6 years and a couple hundred programmers and lets see what kind of OSS I can come up with.
