Here's another illustration
Here, let me try to convince you why its not Times (or also Palatino).

Take a look at this:

It shows 'l' from the document, each one has the serifs expanded. Look at the 'd' with its exaggerated top serif.

Below that see the date. Notice how fancy the numbers are and the slope in the middle bar of the 'A'. Below that you see Times New Roman and Palatino which are much cleaner.

All Roman typefaces are basically the same (as you can see comparing Times New Roman to Palatino).
Having a typeface with approximately the same serifs just indicates a roman font not a matching font.

You should also print out a 12pt sample of those letters to convince yourself that a 100 pixel high screen roman font renders the same as a 12pt printer font at 600 dpi.

It's not plausible to me that the faxing process keeps extending those serif consistently. If the claim was that this was Times Roman on a dot matrix printer, that would be more plausible because the hinting process would consistently change the letters. However it doesn't appear to be a dot matrix printer (no sign of banding).

Repeat the process for other typefaces, like the typography experts I can't find a typeface it matches, including the proportional simulated typewriter typefaces you find on the net.
