Ummm, and how are you going to do that? In Iowa it may be illegal, in Vegas it maybe be business as usual. The problem (opportunity?) is that the internet niether knows nor respects imaginary borders.

Again, without a concensous from all, you have, well you have laws that get tossed out at the first challenge...
