Just isn't true. Not even close.
We can take the US as an example. For the last oh, 200 years, people have been trying to decide what is and what is not "porn". So far society has failed to reach a concensus. The concept that society draws the line beteen art and porn simply isn't true or we would have solved it very long ago.

Child porn? Can you give me a definative answer of when a child is no longer a child but is an adult? Some countries it's 21, in some it's 18, in yet others it's as young as 12. Are we now going to say, well folks, the US is the one that's right and now everyone MUST follow the US number? Don't think that would work at all. Please remember, the internet doesn't respect borderes at all.

No, the fact of the matter is "porn" (or sleeze) is a construct of those that wish to force others to their way of thinking. (Remeber prohibition?) And as it always has in the past, it will fail in the future...
