I can't buy into your explanation. The "unnamed they" that you are referring to is, I assume, special interests that were behind this legislation. I think that "they" are genuinely concerned about child porn, but instead of using a scalpel - they use the sledgehammer. Usually access is blocked to sites that are not child porn - but ARE sites that "they" want blocked (familly planning, health, gay and lesbian,National Geographic wink. If "they" stuck to JUST child porn sites, it would be difficult to strike down the law - but "they" HAVE to stretch their luck . . .
