Actually I think it's the cost
When I was teaching at a University college students could get internet from the school. It was SLOW due to proxy filtering and such. Also it was billed on per student basis so if you had a DORM with 6 Students then each student paid $25 a month. Now getting DSL with a wireless hub the student pays $5 a month instead. Quite a savings and the students get better service.

I don't see this as a piracy issue because what does piracy have to do with using Wireless routers? I mean they could pirate via a CAT5 network just as easily. That what they did before wireless.
