Right on, it's called a security policy
Linux, Windows and commercial *nix allow for different classes of users. The model is similar, you have regular users who can not install devices or apps, who can be restricted to specific apps and devices. This blows out the MS TCO argument which is why no one at MS really wants to talk about it -- it would take most of the luster, or what's left of it, off of Longhorn. To have a secure Windows implmentation than only admins are root (admin in Windows), every one else is a plain vanilla user. This will lead to increased service calls to the desktop, but remote tools remove some of the pain. The fact is, no matter what platform(s) you use, good security practices cost time and money. Employees need to understand it, to be trained, and employers have to understand that they have no free lunch with Windows or any other operating system. There is no such thing as zero cost security out of the box.
