Upon further review...

"Windows Messenger 4.7.3 is included in SP2, but it does not support MSN add-ins for Windows Messenger. To continue to use these add-ins, you must install and use MSN Messenger, which you can download for free at the MSN Messenger Web site."

That's just the messanger though. And it does not specify whether it must be installed or not.

Furthermore:

"When you install SP2, Windows Movie Maker 2.1 is also installed on your computer. This version of Windows Movie Maker contains updates to Group Policy (for system administrators). It also includes fixes that help to improve the security of your system."

That DOES say it must be installed. I can understand mandating an upgrade if Movie Maker is already installed, but what if you opted not to install it to begin with? Or don't you have that option?
