"SP2 includes Windows Media Player 9 Series. After you install SP2, Windows Media Player will be in English. In order to localize the user interface for Windows Media Player 9 Series again, you must download the Windows Media Player 9 Series MUI from the Microsoft Download Center.

Note: Pre-release versions of SP2 do not include localized versions of Windows Movie Maker."

Perhaps they did this because they'd rather only deal with security patches for one version of WMP. I'm sure that would be the reason they'd give in any case. I don't see any documentation regarding MSN Explorer being installed too, but I haven't tried it out myself either.
