Absolutely agreed.
There is a constitutional mandate for this country to have transparent elections. If an election system is closed, then there's no way to verify that the election results are valid and were tabulated properly.

I would say that any electronic voting machine must, in order to inspire absolute trust, do the following:

1) Generate a paper trail.
The machine must create a receipt for the voter and a hand-countable duplicate for recounts.

2) Be inaccessible via the internet.
Diebold's machines can be hacked over the internet in ten minutes or less. Instant results reporting be d*mned, I want a voting machine that some script kiddie can't, in ANY way, remotely control.

3) Use publicly viewable code.
If I can't see how a voting machine works, I don't want to vote with it. Furthermore, the code should absolutely not be compiled and installed by the vendor. Each city, county, and state should be able to compile the code themselves, using publicly available tools such as gcc.

Can anyone else think of some good additions to the requirements for electronic voting? This isn't a Democrat or Republican issue, this is an issue of all our rights to ensure that our votes count.
