Not quite.
The OSS solution os costing ~$5M more than either the MS or IBM bid.
Won't know wht the saving are until it rolls out ~ 2006 earliest.

Success will allow them do exactly what they can do right now.
The more transparent the new system is to both users and the citizens of Munich the more succesful the project.
