Excellent idea
The question is whether MS would be open minded enough to include direct competitors on that list. Every single one you listed does directly compete with a MS product.

That would work though. All MS would have to do is produce legit stats on which sites would comprise that top 100, and any site that doesn't qualify will simply have to be shown the list. Maybe if an uninterested 3rd party produced the list it would help MS cover their butts.
