A very smart move.
Sometimes, the smart move is to wait and see how or what the competition does and then launch a competitive service. Given all the problems surrounding downloaded music I'd say this was a very smart move.

Will that give the competition a head start? Sure it will, but then that has never bothered MS before. (WordPerfect vs Word, Nintendo vs. Xbox, Excle vs. 123) It's all in the execution and marketing and that is where MS shines brighter than any competitor.
