In fact, notice he's worried about hether the staff on WinFS will feel that they've been bypassed in some way.

Not to exaggerate, nothing that can't be solved apparently, but Microsoft itself is not fully aligned with the plan announced.

What MS is saying is that it essentially knows how things stand with WinFS, its implementation, and when and how it will be added to Windows. The company will however undergo additional internal discussions so that everyone will have a clearer understanding of pertinent issues, and how things will unfold with the technology. Developing new technology is tricky, on the one hand you want great technology that makes your customers say, ?Wow? and be inclined to spend money on it. On the other hand you have to live in the reality of schedules like the rest of the world.

Me, I notice that they're talking about purchaseable versions of Windows on a 2 or 3 year cycle, with WinFS in the version after Longhorn. That means some people may consider Longhorn an interim release.

Actually what MS is saying that WinFS will be made available to Longhorn users as an OS update ? not in a later version of Windows.
