They "streamlined" longhorn because...
they can't handle the OS before longhorn and are cutting back in hopes that a smaller version will be easier to controll.

MS did not fix any issues in XP with SP2, and since longhorn takes off where XP left off, they don't have a solid foundation on which to add all the fluff promised with longhorn.

The foundation of MS's OS is shakey due to all the apps they have put into the OS kernel. Until they make their OS a true OS and carve the apps out, they will never produce the stability and security of a quality OS.
