It is more profitable for MS to get sued
MS makes a lot of money from their monopoly. The pay less than 10% of that money to lawsuits and such. It makes sense for them to ignore the laws and just wait for the lawsuits because it takes so long and does not cost them that much compared to how much they make.

Are they evil for doing this? Maybe, but I think it is a cold and calculated business decision to do what they do. Suppose I offered to pay you 30 times the fine for jay walking if you did it in front of a cop. It is not much different than this.
