OK...try this then.
I get tired of hearing people jump up and down and squeal with pleasure because MS has released something, anything. What did they do? They said they'd give enough information away free to get people to start using their XML schema. Then they said they're are only going to release part of them. Then they retained the right to change it at anytime. I only asked if they were going to be nonbiased in their licensing. They wouldn't exclude some organization because they don't like them would they? None of that is particularly new for MS. That's been their scheme since DOS days, 20 years of bait and switch.
