I do not think anyone is laughing at anyone.
A job even when it is offshored has to go to the right people. Who decides that ? The company that is offshoring the work naturally.
So why blame Indians, chinese or for that matter anyone to whom the work gets offshored to.
They do not force our companies,hospitals to offshore.
