It seems that jobs leaving the country often are cause by said country

Take beef as great example

18 months ago Canadain cattle ranchers sold thier cattle to the US packers who would slaughter and process the meat for distribution. Those slaughter and processing facilites employ 5000 employees per plant.

Along comes BSE and lobbying by cattle interest in the US keep the border closed for live cattle but due to the need for beef processed beef of certain cuts is allowed.

Now here's where you jobs leave the country. Canada has a surplus of live cows and the packing plants are making a killing buy cheap and processing in Canada then selling to US consumer at a premium price. Now due to a majority of the packer plants being in the US corporation like IBP and other are looking to move thier operations North. Bye bye US jobs. This could cost and estimated 50,000 lay off of high paying meat cutter jobs.

If the tech industry lobbying is anything beef industry lobbying then you can bet your bottom dollar that they are willing create situation where the market favors laying US workers and shipping jobs over seas so they can produce cheaper and sell at higher price in the US.
