Not to rain on your parade...
Legislation is virtually useless. Many SPAM companies either currently come from other countries, or if they are here, all they have to do is relocate to another country (much like corporate America does to evade tax laws and other laws to protect us like environmental...but I digress). Anyway, the point is, we only control our little tiny section of the world and in spite of American ego, there are a lot more of them than there are of us and they have a huge stake in this Internet game too. With how current American companies have no problems throwing money and labor to foreign countries, do you think they would have a problem paying a spammer from Russia to do the job? Russia, how about closer to home...England? Germany? France? Italy? No...legislation is a waste of time. Just like it is with the whole music and movie copy protection garbage.
