Actually it's SMTP servers that do that
PC workstation just have client software that connects to SMTP servers. Client server process.

For example if you open Outlook Express and get to the Account dialog box, not sure how you get there as I haven't use OE in quite sometime. But anyways in there you can set up a new mail account. One the thing you MUST fill in is your SMTP server and POP3 server. One is for sending(SMTP) and the other is for recieving (pop3).

Now Microsoft Outlook and Outlook express don't care what the servers are as they all follow the standards. So you could connect to ISS, Exchange, Sendmail, GroupWise, or what ever.
