Don't want a support contract? Don't want additional commercial software? Then download Linux. You can do it for free, and it won't violate any license agreement.

What the schools in this case will get is steep discounts for a product that combines the free Linux OS with commercial applications and support. Should the school decide it does not need either add-on, they can get the source for Linux free from dozens of places, or download a binary package.

So how, precisely, is Red Hat or SuSE going to overcharge for that?
