They don't want to make it legal
The bottom line is not who's getting music for free. All those songs are already free via radio and that's legal but it's also controlled. Unless you have the cash you ain't getting air play.

Now along comes the ultimate promotion too, P2P but no one can control it. That means Artist don't need the heavy bank rolling from the RIAA in exchange for oneside contracts that allow Major Labels to rake in huge profits at the expense of the artist. An artist can go to a studio and spend $20,000 to get a master CD made. They can spend $3000 to get CD stamped for sale. Then using P2P and website they sell them and tour. Suddenly that artist is making a 6 figure income and the RIAA and Members don't see a single penny. Eventually the Labels approach but have nothing to offer in those stupid contracts. An indy label offers a fair contract and this regional act get heard.

Do you see the problem here? The RIAA is paid by the Major Labels who make money by controling what the masses hear. Radio stations make money off the labels by allowing this control. So that's a lot of rich people about to lose thier gravy train and that has them scared and panicked. But hey times change. Do you think others weren't upset when they became obsolete? The Major Labels have been obsolete for about 10 years now.
