It may just be better education
Fewer people need as much help anymore. As the population becomes more "computer literate" and the intensive efforts to educate kids and even adults starts to pay off, there is less need for help desks and the like. After all, the IBM PC is over 20 years old now and a growing percentage of the workforce has been dragging and dropping since they were in pre-school.
