Less Americans interested in technology jobs
Since BUSH has provided incentives for companies to export jobs, less jobs mean less people pursing them. Very simple.

BUSH measures this as reduced unemployment- republican victory!! Tell the emperor that he's exporting the US technology base and that China, India, Russia thank him for helping to build their furure economies.
