MS is really not in that business
They have little to gain or lose in this.

A lot of the software used in publishing is highly specialized,
serving individual niche markets. For instance there are niche
"draw" programs for drawing things like molecular structures
and other scientifific stuff that would go into science texts.
Quite a few are freeware developed by various scientific
institutions.

Then you get into very specialized software for different parts of
the publishing industry. Newspapers are served by one
segment. Book publishers by another.

Most of this is expensive, but is strictly geared to small niche
markets. MS has always relied on high volume for its revenue.

Of course, MS could benefit from server sales, pc sales, etc. if
more published work was available online, as opposed to print.
