What does your additional layer add? The RDBMS has security built in and will not accept data that does not conform to the proper format or violates the integrity of the database.

What you are describing is like going back to the bad old days where we had to put all the validation in the programs. I think this is a very bad step that reduces the reliability, flexibility and security of all applications.
