..All you are doing is adding another and unnecessary layer to the process...

If my application requires data input then this process will be abstracted.
Nobody touches the db directly.
This is especially true for web applications.
Are seriously suggesting dumping unprocessed data from an unknown source directly into your database?
I'll take the extra layer approach.

..XML is therefore redundant and indeed harmful in this context...

I think we're on totally different pages here.
If making a copy of the production db for use by developers then XML has no place.
If you're excepting online orders or batches, the same process does even enter the picture.
Theis is real timer on demand data comms, disparate data sources, OLAP etc.
That's where XML comes in.
It's to define and control Internet related transactions.
