Sensible but hesitant: You might still find out what users are installing. Some software would do a lot of good if installed on everyone's machines.

And then there are software updates individual users know about that never comes to IT's attention, because IT staff aren't users.

If IT and users cooperated everyone would be better off. The first good move would be dropping software approval committees made up solely of IT staff.
