This is absolute nonsense
A report from an Indian IT Industry Association regarding the need to outsource American jobs is as objective as a study from PETA regarding the benefits of beef consumption. I've done an informal study of lost IT jobs in the United States and have come to the conclusion that:

1 - All IT workers in the US on L1 visas need their visa status terminated immediately. This abuse of the L1 visa program needs to stop now.

2 - All H1B visa holders should be given 90 days to finish up whatever they are here for and depart. This fairy tale about a shortage of IT workers in the US is a complete fabrication. Additionally, this visa is for skills that cannot be filled in the US. Yet, I see Indian working as NT/Win2K admins, Unix admins, Network Admin, etc... There is no shortage of American workers in this country to perform those jobs. You can go to the unemployment office in any large city and fill all you vacant positions with unemployed IT workers.

These L1/H1B visa holders are nothing more than modern day, foreigh scabs. There only unique qualification is their willingness to work cheap, live 5 to 10 in a 2 to 3 bedroom apartment, and rationalize that they are really needed here. Companies that import this cheap labor should be required to pay a $15,000.00 per position tax into the social security fund. This will help offset the coming shortfall in the so called trust fund.
