Theoretically....
If you've worked your whole life doing nothing but assembling widgets, it takes a few years to retrain to assemble code (if you have the patience to think about it, even). This is a generational thing and something that is a short term problem.
Places like India leap frogged over that hump because they didn't have the manufacturing infrastructure in the first place. So they teach the broken english syntax of Java, VB and C instead and put them on THAT assembly line.

Don't worry too much about this; soon the machines themselves will be writing the code so both economies will be SOL.
