And it's in, of course, the final line (open source is a much sexier lead). The panel recommended that California government standardize on a set of technologies in order to reduce costs - oss and VOIP were only examples. As a refugee of a couple of State agencies, I can say that this would be a *major* advance. At the very least, it would make my job easier. My company has to send information to multiple agencies and each one has its own requirements, standards and systems. Some of the systems are ancient, some are only slightly newer and some are cutting-edge. Having a standard set of technologies to work with would allow me to save a lot of time and staff.
