if that was the criteria, then

a) we wouldn't see repeated contracting to ford
by state and federal govts.

b) m$ would NEVER have reached its current
status - its so called development was literally
funded by tax dollars.


c) there is no open source advocate that can
bribe decision-makers, inlike propreitary s/w
cos. If IBM/HP/etc get involved ( yes, they also
bribe to get contracts), linux will no longer be
cost effective.
