This story is seriously flawed...
Number 1. The study recommends the use of open source software "where feasible" and most of our software is not adaptable to open source.

Number 2. The panel of "experts" consisted of peons like me, no one with any expertise in any area outside of their own agency. See http://cpr.ca.gov for more information. Look especially at the list of the members, who changed often, based mostly on their ability to get along, not on their supposed expertise. Most are 2nd or 3rd level employees, while the division chiefs, IT experts, etc. are mostly level 7 and 8 employees. They have the knowledge, not the disgruntled worker-bees (yes I am qualified to call them that as I know 4 of the members myself and have worked with them - ugh!)

Number 3. Ain't gonna happen. Too many recommendations to abolish/remove/constitutional amendment removal/etc. that affects too much political pork for any of it to happen.

Number 4. The time period for implementation makes it a non-starter. It could take up to 20 years for some of this stuff to happen, based on analyses from folks who have looked at the final report for a couple of weeks (final report is over 2,500 pages).

Number 5. Realigning state agencies is not a small task, especially for the largest state in the nation with the world's 5th or 6th ranking economy.

Good luck to them - there are some worthy recommendations, some pie-in-the-sky wishes and some outright silly things in this report. If anyone is interested, please read the full report, if only as a sleeping aid.
