..well, being transparent to the user and easier ont he administrator would be an admirable goal...

But I'm sure all the bids tried to show this.
I don't know how good/bad their current system is but would expect a much better suite of apps at the end.
Ultimately the goal would be to deliver a better service more efficiently and faster.

How to get there.
50% of software projects rot on the vine.
The longer they drag out the stronger the smell.
It is risky but as a government body their not risking too much.
During the 1990's the IRS here in the US spend $5B trying to consolidate their disparate computer systems.
Then they gave up. No biggy.
Plenty more where that came from.
