That's not what the court said.
It is illegal to leverage the momopoloy to get into new markets though.
The EC recently identified streaming media as one such market and hence the recent EC Vs MS.

..One fine example of this is the fact that a web page created on a MS product will more than likely have IE-only extensions in it....

Who creates this web page?
That decision is up to the programmer.
I do ASP.Net apps and and if you leave out ActiveX, Mozilla usually works with only slight mods on the layout.
As far as proprietary extensions, Netscape's Javascript is an example.
I think that worked out pretty well.
Their 'layers' layout model didn't make it though.
As you mentioned they are extentions, you don't have to use them.

As far as ethics goes, Larry Ellison rummaging through MS's garbage I think shows that their simply any left.
The only ethic for big business is the bottom line.
We pretty much mimic this in society although we have a long way down to their level.
