I certainly suggested that this is a very risky proposition.
If all goes 100% to plan, the end result would be a system transparent to both users and the public they serve.
Making no difference whatsoever is a tough justification for a costly effort.

It might work and then again it might not.
If it's the latter then the Munich taxpayer gets another go at it.
