Only if you count not cutting taxes enough....
...for businesses, and not doing enough to enact tort reform, slashing frivolous lawsuits on medical professionals and thus cutting down on medical costs in this country. The latter increases the costs that employers must spend on employees living in the US, if they hope to remain competitive with other companies here. Of course, the fault for both lies at least as much with Congress as it does with the President.

As a side note, the great majority of "outsourcing" done by companies in the US is to other companies within the continental US. That's a fact that's usually left out of the whole "outsourcing" scarefest.

If companies can't afford to hire workers here, they're going to go overseas. We're starting to see just how damaging the government's punitively high tax rates (and our society's penchant for litigiousness) can be. Look at it this way - there's an enormous cost in manpower, paperwork, federal regulations, etc. that must be spent in order to ship jobs overseas and stay in business. If companies are willing to go through all that to hire people overseas to do the same jobs that people here can do (which they will only do if it's more economical for them to do so), then the costs of having US-native workers must be astronomical. Food for thought.
