They didn't say that, either.
"In reality it was said the removing IE would cripple the OS "

How quickly we forget. Microsoft's demonstration of a "broken" sans-IE Windows was proven to be a fake and their claim that it would break Windows was exposed as a lie. So they changed tack, the nub of Microsoft's "we can't remove IE" argument became that it would confuse consumers to have many versions of Windows with different functionality.

Microsoft's motive for integrating IE into Windows was solely to make it more difficult to remove (read Jackson's findings of fact).

"In late 1996, senior executives within Microsoft, led by James Allchin, began to argue that Microsoft was not binding Internet Explorer tightly enough to Windows and as such was missing an opportunity to maximize the usage of Internet Explorer at Navigator's expense "

Anyway, removal of IE in this stripped-down Windows is moot, since MS have removed networking - you can't get on the internet (or any network) unless you install your own TCP/IP stack. Presumably the Mozilla guys will very quickly have a version of Firefox with networking available for download or CD install at a very low price...
