So shut down P2P and there will still be
FTP, e-mail, IM not to mention good old copying to cd/dvd and sharing it with the guy down the hall. P2P is not the problem it "may" be a vehicle to illegal activity but P2P is not the problem.

The problem is a misconception by many P2P/internet users that everything shared on the net is free. That comprises a large group of people. In the beginning the internet was touted as this free wheeling share and share alike world. Many folks that use P2P honestly do not belive they are engaging in piracy or theft. To them P2P is a tool to share their or others files. I do not believe that most people begin using P2P with the thought that they might be engaging in theft.
